The Director General of the General Department of Residency Affairs will determine the conditions for granting and renewing these permits, as well as regulations governing their employment in Kuwait.

The amendment also relaxes the usual six-month restriction on staying outside Kuwait for certain residency holders. Exempt categories include children of Kuwaiti women who hold foreign citizenship, property owners in Kuwait, individuals holding investor residency under Law No. 116 of 2013 and those granted residency under Article 7 bis.

Other valid residency holders may also be permitted to remain outside Kuwait for more than six months if they meet specified conditions. Their residency permit must remain valid throughout the period of absence.

For domestic workers, the maximum period of stay outside Kuwait has been set at four months. Those seeking to remain abroad for longer must obtain prior approval from the General Department of Residency Affairs before the four-month period expires. Failure to do so could result in the loss of residency rights.

Another major provision is the waiver of the annual residency fee for people granted residency under Article 7 bis. A separate exemption has been added to the residency fee schedule.

Immediate family members of Article 7 bis residency holders, including spouses, children, fathers and mothers, will be subject to a family residency fee of KD10. The fee for other relatives will be KD300.

The amendments also provide for a KD10 residency fee for citizens of other GCC countries who have returned to their previous citizenship after their Kuwaiti citizenship was revoked, where the relevant provisions apply.

Domestic workers sponsored by individuals covered by the new provisions will be charged fees equivalent to those applicable to domestic workers sponsored by Kuwaiti families.

The amendments will take effect from the date of their publication in Kuwait’s Official Gazette.

Kuwait’s Ministry of Interior has introduced new residency provisions for certain individuals whose Kuwaiti citizenship has been revoked, allowing eligible applicants to obtain regular residency permits for up to 10 years.
