KUWAIT CITY:<\/strong> Kuwait may introduce rental credit reports through the Kuwait Credit Information Network (Cynet), a proposed system that would allow landlords and real estate companies to review prospective tenants’ rental payment histories before entering into lease agreements.<\/p>

The proposed reports would include information about properties previously rented by applicants, the regularity of their payments and any recorded late or missed rent. Relevant disputes and legal proceedings could also be included, along with information on whether outstanding obligations had subsequently been settled.<\/p>

Links with government and financial institutions<\/h3>

Plans for the proposed system include connecting Cynet with relevant entities, particularly the Ministry of Justice, banks and real estate companies. These links would help compile rental, financial and legal information, subject to regulations governing access to credit records.<\/p>

The reports would give landlords an additional tool for assessing rental applications, complementing documents commonly requested from prospective tenants, including salary certificates, employment details and other financial records.<\/p>

While income information can help establish whether an applicant can afford rent, a documented history of previous payments could offer further insight into how consistently the person meets financial commitments. Details of rental disputes and the status of outstanding obligations could also help property owners evaluate potential risks.<\/p>

Aiming to reduce rental defaults<\/h3>

The proposed system is intended to help landlords and real estate companies reduce exposure to payment defaults, potentially limiting rent arrears, non-payment disputes and the legal costs associated with recovering outstanding dues or reclaiming properties.<\/p>

Tenants could also benefit from the initiative. Those with a consistent record of paying rent on time would have documented evidence of their payment history when applying for another property. This could allow prospective landlords to consider previous rental conduct alongside income and employment records.<\/p>

The proposal would therefore record both positive and negative payment behaviour, potentially creating a more comprehensive picture of a tenant’s rental history. However, the system’s final scope and the rules governing how landlords could access and use the information would depend on the arrangements adopted if the proposal moves forward.<\/p>

Apartments account for 44.4 percent of real estate units<\/h3>

The proposal comes as Kuwait’s property market continues to expand. According to the latest guide to buildings and real estate units issued by the Public Authority for Civil Information, the country had approximately 229,700 buildings at the end of June 2026.<\/p>

The total number of real estate units reached around 808,600 at the end of June 2026, up from approximately 796,600 a year earlier, an increase of 1.5 percent. Apartments accounted for 44.4 percent of all units, making them the largest category.<\/p>

Houses represented 22.4 percent of the total, while shops accounted for 20.5 percent. Between June 2016 and June 2026, the compound annual growth rates for shops, houses and apartments were approximately 3.6 percent, 1.9 percent and 1.4 percent, respectively.<\/p>
