Kuwait PM Highlights Economic Reforms and Growth Strategy at WGS 2026

Kuwait’s Prime Minister Sheikh Ahmed Al-Abdullah Al-Ahmad Al-Sabah said the country has moved from planning to implementation, launching key reforms to strengthen financial stability, diversify the economy, and boost private-sector participation. He made the remarks while addressing the World Government Summit 2026 in Dubai, describing the event as a global platform connecting government ambitions with people’s aspirations.

He noted that the past year marked a decisive phase for Kuwait, driven by strong political will and swift execution. Among major steps, Kuwait introduced the Finance and Liquidity Law to regulate public debt and is preparing legislation for Sharia-compliant government bonds. These reforms helped raise investor confidence, with S&P Global Ratings upgrading Kuwait’s sovereign rating to AA- with a stable outlook. The country also returned to global markets with an $11.25 billion sovereign bond issuance and increased development spending.

The prime minister highlighted major infrastructure projects, including the Mubarak Al-Kabeer Port, airport expansion with a new control tower and runway, a passenger terminal set to open in 2027, and plans for a Kuwait-Riyadh rail link. Together, these projects aim to build an integrated sea-air-land transport network to support long-term growth and economic diversification.

He also pointed to progress in energy, technology, and digital transformation, noting partnerships with global firms, expanded oil and gas opportunities, and the growing use of smart government services such as the “Sahl” app. Improvements in health, housing, and education, along with more than 50 legislative amendments and updated visa and residency systems, were also highlighted as part of Kuwait’s broader reform agenda.

Reaffirming Kuwait’s commitment to peace and cooperation, Sheikh Ahmed said stability is essential for development and stressed the country’s role in dialogue and humanitarian efforts. He concluded by emphasizing that Kuwait is determined to shape its future through reform, transparency, and global partnerships.
