UAE mandates digital invoicing system for businesses to boost digital economy

The UAE Ministry of Finance has implemented new regulations mandating businesses to adopt electronic invoicing systems as part of the country's transition toward a fully digital economy. The requirements apply to business-to-business (B2B) and business-to-government (B2G) transactions, with specific exemptions to be announced separately.

Under the new framework, companies must appoint Accredited Service Providers (ASP) approved by the ministry to manage electronic invoice transmission and reception. All business transactions now require electronic invoicing containing specific ministry-mandated information, while refunds, price adjustments, or corrections necessitate electronic credit notes. The system utilizes the international Peppol standard already adopted by numerous countries, facilitating cross-border trade while reducing processing time, errors, and paperwork.

This digital transformation initiative aims to streamline business processes, enhance transparency, and position the UAE as a competitive player in global digital trade networks. The ministry will publish an official list of accredited service providers to support businesses in complying with the new electronic invoicing requirements.
