Kuwait Issues New Decree Law to Strengthen Counter Terrorism Efforts

Kuwait City: The government of Kuwait has issued a new decree law aimed at strengthening the country’s efforts to combat terrorism and safeguard national security.

The new legislation, Decree Law No. 47 of 2026 on combating terrorist crimes, was officially published in the special edition of the Kuwait Today.

Authorities said the law was introduced in response to evolving security challenges and the need to enhance measures that protect public order and internal stability.

Officials explained that modern terrorism has become increasingly organised and transnational, often supported by complex financial networks, media channels and logistical systems. As a result, traditional punitive measures alone are no longer sufficient to address the threat.

The new legal framework aims to strengthen preventive mechanisms that allow authorities to counter potential terrorist activities before they occur, rather than responding only after crimes are committed.

Government officials emphasised that maintaining strong legal safeguards is essential to preserving national security and public confidence in state institutions. The decree is intended to modernise Kuwait’s counter terrorism strategy in line with contemporary security realities.
