Kuwait Municipality is enforcing new regulations set by the Ministry of Interior to control the brightness of electronic billboards along highways and public areas. Director General Eng. Manal Al-Asfour stated that lighting must not exceed 0.3 candles per foot of ambient light, and companies must provide light-measuring devices when bidding for advertising contracts.
The rules also require billboards to avoid glare that could impair drivers, prohibit misleading content, and restrict rooftop ads from disturbing residents. Advertisements from ministries and public entities are limited to educational content. These measures aim to enhance public safety and ensure compliance with municipal and public health standards.
