Sahel app enables Kuwait residents to report labor violations online

Kuwait’s Public Authority for Manpower (PAM) has activated an electronic service allowing individuals to report eight types of labor market violations through the ‘Balaghni’ service on the Sahel application.

The service is part of PAM’s efforts to strengthen oversight of the labor market, protect workers’ rights and address illegal labor practices.

PAM stated that members of the public can use the service to report violations that fall under its regulatory jurisdiction. Users can identify the location of the reported violation and attach photographs or other visual evidence to support their complaint.

The violations covered by the service include cases involving domestic worker recruitment offices or companies that deal with returned or previously recruited workers. Reports can also be filed against recruitment agencies that charge additional fees without providing a receipt or contract.

The service also covers reports concerning undocumented workers, violations of safety and security regulations in public places and human rights violations involving violence.

Other violations that can be reported include employing workers in activities that are not designated for their gender and employing workers under the age of 18.

PAM also allows users to report employers who violate Kuwait’s ban on outdoor work during the summer midday period, which applies from 11 a.m. to 4 p.m.

The reporting process is completed electronically through the Sahel application. Users select the type of violation, provide details about the incident, specify its geographical location and attach a photograph before submitting the report.

After the report is submitted, the user receives a notification containing a report number. The number can be used to identify the case and follow up on its status through the electronic service.

PAM stated that the digital reporting mechanism is intended to support monitoring efforts and facilitate the authorities’ response to reported labor violations.
