MP ARGUES FOR AN EXPAT TRAVEL BAN DUE TO UNPAID FEES AND FINES

Kuwait City: MP Osama Al-Menawer has introduced legislation to alter Amiri Decree No. 17/1959 regarding foreigner residency. He advocated amending the decree to require foreigners to settle all unpaid fees in public institutions and traffic fines before leaving the nation permanently or temporarily, regardless of whether their residency cards are valid or not. Citizens of other Gulf Cooperation Council (GCC) nations, members of diplomatic delegations, Kuwaiti passport holders, and expatriates working in the public sector are exempt from the payment because their indemnity covers the complete amount of outstanding fees. In the public interest, the interior minister has the authority to exempt other categories. 


Meanwhile, Al-Menawer requested that Deputy Prime Minister, Minister of Oil, and State Minister for Cabinet Affairs Muhammad Al-Fares furnish him with copies of legislation and decrees ratified by past and current legislatures but without executive regulations. He wants to know the reasons behind the delays, the role of the Legal Advice and Legislation Department in overseeing the issuance of executive rules, and if public institutions or ministries have the authority to issue executive regulations without consulting the department. 

On the other hand, MP Abdullah Al-Mudaf asked the minister of Amiri Diwan about the claims of officials at the Public Authority for Agricultural Affairs and Fish Resources (PAAAFR) that plots were illegally distributed as per ‘higher directives’. He pointed out that most corruption cases are due to ‘higher directives’, citing as an example the Kuwait Army Fund case.
