Kuwait City: The procedures for examining the certificates of engineers residing in the country did not exclude any new or old residents, including some who have been in the profession for more than 40 years. The Kuwait Society of Engineers (KSE), in collaboration with the Public Authority for Manpower (PAM), is continuing with procedures for scrutinising and verifying certificates issued by Arab and foreign universities in order to ensure that the engineering profession is practised by only those Kuwaiti and non-Kuwaiti specialists who hold certificates.

The society put to the test the testimony of a Palestinian engineer named Muhammad Howmel (84 years old) when he applied to renew his work permit after working in Kuwait for 48 years under the title "Engineer." To complete the accreditation procedures, Howmel met with the interviewing committee of the Kuwait Society of Engineers. He explained that he received his education in the former Soviet Union and has been working in Kuwait since 1974. During this time, he was not required to use his certificate or its accreditation.
