Kuwait Bans Sale of Cigarettes via Delivery Apps

Kuwait City: Kuwait’s Minister of Commerce, Osama Al Budai, has issued a new ministerial decision banning the sale of cigarettes and tobacco products through online delivery platforms.

The decision, issued as Ministerial Resolution No. 27 of 2026 and published in the official gazette Kuwait Today, has come into immediate effect. The move is aimed at strengthening control over tobacco consumption and preventing illegal marketing practices.

Under the new regulation, the sale of cigarettes, tobacco products, related components, electronic cigarettes, and associated devices through delivery apps or any similar digital platforms is strictly prohibited.

The ministry has warned that strict action will be taken against violators. In addition to penalties under existing laws, the ministry will directly impose fines and sanctions on businesses that fail to comply.

Initial violations may result in warnings, but continued non-compliance could lead to temporary closure of the business. Repeated offenses may result in the cancellation of the company’s license.

All provisions that conflict with this new decision have been отменены, and relevant authorities have been granted full powers to enforce the regulation within their jurisdiction.
