Kuwait is reinforcing animal ownership and welfare requirements, with renewed attention to dog licensing, identification tags, annual rabies vaccinations and the use of leashes and muzzles in public places. The rules also cover veterinary examinations, suspected rabies cases, pet travel documentation and responsibilities for animal care.
The country’s wider animal-welfare framework addresses the treatment of animals and the regulation of animal-related establishments, including shelters. Owners and operators are advised to verify the relevant permits and requirements with the competent authorities, as dog registration rules do not automatically apply to every animal or replace approvals required to operate a shelter.
Under Kuwait’s 1969 dog-ownership law, violations may carry imprisonment of up to one month, a fine of up to KD 30, or either penalty. The document emphasizes the importance of confirming current legal requirements, maintaining veterinary records and ensuring responsible animal care.
