Kuwait Municipality has established a specialized committee to develop a comprehensive regulatory framework for the use of electric bicycles and scooters across the country. Chaired by Director General Eng. Manal Al-Asfour, the committee includes representatives from key ministries and municipal departments such as Commerce, Public Works, Finance, Tourism, Urban Planning, and Legal Affairs. Its primary task is to review regulations adopted in neighboring Gulf countries and draft tailored rules for Kuwait’s evolving micro-mobility landscape.
The committee will also engage with private companies operating e-bike and e-scooter services to gather essential data on vehicle types, dimensions, speed limits, licensing models, proposed routes, charging station locations, and parking infrastructure. Eng. Al-Asfour emphasized that the regulations must address both legal aspects—such as service provider and vehicle licensing—and technical requirements covering safety, security, and operational standards.
In parallel, Al-Asfour issued a directive mandating all municipal units to respond to oversight bodies—including the State Audit Bureau and Financial Controllers Office—within five working days. If more time is needed, units must formally explain the delay and request an extension not exceeding five additional working days. This move aims to enhance transparency, accountability, and efficiency in municipal operations under corporate governance principles.
The push to regulate e-bikes and e-scooters reflects Kuwait’s growing focus on sustainable urban mobility and road safety. Once finalized, the framework is expected to provide clarity for riders and operators while integrating micro-mobility into Kuwait’s transport ecosystem in an orderly and safe manner.
