The Directorate General of Civil Aviation (DGCA) has introduced a ban on photography, video recording and live streaming at Kuwait International Airport, restricting employees and airport operators from capturing or sharing unauthorised content from airport premises.
The directive was issued through Circular No. 60 of 2026 by Acting Director-General of the DGCA, Engineer Saad Al-Otaibi, on Thursday, November 5, according to Al Qabas.
Under the new instructions, employees and organisations operating at the airport are prohibited from using mobile phones, cameras or other electronic devices to take photographs, record videos or conduct live broadcasts from their workplaces.
The restrictions apply to airport aprons, passenger terminals, administrative offices, technical buildings and other facilities managed by the DGCA.
The circular also prohibits capturing or sharing internal documents, official correspondence and sensitive information relating to airport security arrangements. This includes security systems, inspection checkpoints, surveillance cameras, aircraft movements and operational activities.
Airport Security and Privacy Protection
The DGCA said the restrictions are intended to protect Kuwait International Airport’s sensitive infrastructure, safeguard the privacy of passengers and employees, and maintain the security and smooth functioning of airport operations.
The authority has also warned that anyone violating the circular will face legal accountability under the applicable laws, regulations and decisions in Kuwait.
The directive must be communicated to all DGCA departments and other entities operating within Kuwait International Airport. Its provisions came into effect immediately upon issuance.
The circular is based on Decree-Law No. 15 of 1979 concerning Civil Service, the Civil Service System issued in 1979, Decree-Law No. 85 of 2025 promulgating the Civil Aviation Law, and Civil Service Commission Circular No. 2 of 2021 concerning the Code of Conduct for Government Employees.
