Kuwait Sets June 30 Deadline for Temporary Worker Transfer Applications

Kuwait City: Kuwait’s Public Authority for Manpower has reminded employers that June 30 is the final date to submit applications for the temporary transfer of workers registered in regulated sectors to other eligible sectors.

The temporary measure is being implemented under Ministerial Resolution No. 2/2026 and applies to workers employed in small and medium-sized enterprises (SMEs), industry, agriculture, livestock and fisheries.

According to PAM, all transfer applications must be submitted through the As’hal online portal. Employers must obtain prior approval from the worker’s current sponsor or employer before filing an application.

The authority said the initiative is designed to address temporary labour shortages in key productive sectors while ensuring workers remain employed under legal regulations. It aims to improve workforce distribution and support business continuity in sectors facing labour demand.

PAM also clarified that complaints related to transfer requests submitted under this temporary arrangement will not be considered. Officials stressed that the policy is intended to maintain balance in the labour market and ensure the availability of workers in essential sectors, rather than restrict labour mobility.

The authority urged eligible employers to complete the application process before the deadline to avoid missing the opportunity.
