Kuwait Forms Committee to Regulate Car Rental Agreements

Kuwait’s Ministry of Commerce and Industry has formed a four-member committee to review and propose amendments to car rental agreements. The committee includes representatives from the ministries of Commerce, Interior, the Insurance Regulatory Unit, and the Justice Ministry’s Experts Department.

The proposed reforms aim to standardize rental contracts, classify vehicle categories and pricing, abolish fixed per-kilometer charges in favor of value-based calculations, and ban unjustified fees unless pre-approved. Other key proposals include mandatory notifications before contract expiry, providing accident histories and repair invoices, and offering a replacement vehicle at no extra cost during breakdowns. The committee will submit its findings to the Minister for further action.
