Kuwait Begins 2027–2028 Development Plan with Six Key Priorities

Kuwait has begun preparations for its 2027–2028 annual development plan, with the Supreme Council for Planning and Development calling on ministries and government agencies to submit proposals for projects to be included in the new framework by August 23. Authorities said priority will be given to projects that support the country’s wider economic reform and development goals rather than routine operational activities.

The new development plan will focus on six key priorities: diversifying national sources of income, ensuring economic sustainability, improving public spending efficiency, strengthening Kuwait’s investment environment, increasing private-sector participation in development and expanding the use of renewable energy sources. The priorities are aimed at strengthening the country’s economic foundations while reducing unnecessary government expenditure.

Authorities have also organised a workshop for representatives of government departments to explain the requirements and procedures for preparing project proposals. The new framework is expected to support more accurate government budgeting, improve resource allocation and create new investment opportunities while contributing to Kuwait’s long-term economic stability and sustainable growth.
