Kuwait City: According to the United Nations e-government development index for 2022, Kuwait's global ranking has dropped 15 places to 61st. Kuwait's ranking dropped by 49 places on the e-participation index for 2020, and it lags behind by two places at the level of Gulf Cooperation Council countries, while the human capital index — concerned with human resources' ability to disseminate and use information and communication technology — was the only one that improved, rising from 75th in 2020 to 77th in 2022, while the rest of the indicators declined.

The index is concerned with assessing the digital growth and development of the governments of United Nations member states through the use of e-government. It also assesses countries' e-government performance and measures national institutions' readiness and capabilities to use information and communication technology to provide public services, as well as their patterns of development and performance.
