Kuwait ranked last in the Gulf on the Global Tourist Visa Openness Index for 2023, prepared by the United Nations Tourism Organization. Kuwait scored 12.96 points on the general index, while the UAE topped the Gulf countries, scoring 67.80 points, followed by Bahrain, scoring 58.32 points, then Qatar, with a total of 52.29 points, then Oman, with a total of 50.36 points, then Saudi Arabia ranked fifth, with a total of 24.81 points.
The availability of the electronic visa increased from 10 percent in 2015 to 15 percent in 2023, and the availability of the visa on arrival from 17 percent to 24 percent. The rate of mutual visa exemption between members of the Gulf Cooperation Council also increased from 2 percent in 2018 to 87 percent in 2023.
