Philippines issues new guidelines to protect domestic workers

The Department of Migrant Workers in the Philippines issued Reminder Circular No. 4 of 2024, which includes new implementation guidelines aimed at protecting the rights of Filipino migrant workers and promoting their well-being in the domestic and community sectors.


This decision comes within the framework of applying strict standards for private recruitment agencies, foreign agencies, and employers. The circular is based on Republic Act No. 11641, known as the “Ministry of Migrant Workers Act,” which obligates the state to protect the rights of Filipino workers and their families. The Ministry also emphasizes in its circular that employment must be consistent with professional, legal and ethical standards to ensure that workers have the best possible conditions that respect their dignity.
