Kuwait City: Kuwait’s Public Authority for Manpower (PAM) has announced full compliance with the country’s summer midday outdoor work ban, with no labour law violations detected during the first phase of inspections.
The restriction is being enforced under Ministerial Decision No. 3/2026, which prohibits outdoor work between 11:00 am and 4:00 pm from June 1 to August 31 each year. The measure is aimed at protecting workers from extreme summer temperatures and ensuring safer working conditions.
To monitor compliance, specialised inspection teams conducted 356 field visits across construction sites and other outdoor workplaces. During these inspections, the working conditions of 373 employees were assessed.
Authorities also acted on 25 complaints received from the public, carrying out 56 inspections and follow-up visits. In addition, 67 warning notices were issued to strengthen compliance with occupational safety regulations.
The authority said it also received six applications seeking exemptions from the midday work ban. All six requests were approved after meeting the required safety and operational criteria.
PAM credited the successful implementation of the regulation to strict inspections, continuous awareness campaigns, and strong cooperation from employers. The authority emphasised that the midday work ban has played a key role in ensuring a safer and healthier working environment for employees in construction and other outdoor sectors.
Officials have urged employers to continue complying with the government’s labour protection measures throughout the remainder of the summer.
