The "democracies" of the countries of the world are evaluated based on 71 factors such as freedom of expression, freedom to join political parties or currents, and the government's protection of freedoms, among others. Although Kuwait advances 7 ranks in the Corruption Perceptions Index for the year 2020, it still ranks last and the lowest among the countries of the Gulf Cooperation Council, but it shares this ranking and score with Bahrain .

The World Justice Project, which seeks to enforce the law around the world, notes that exposing the existing corruption without any punishment for the corrupt helps its spread in a very large way, and the failure to account for those responsible for this phenomenon may be a major reason for delaying Kuwait's regional ranking in the Perceptions Index Corruption.
