'UNFULFILLED CONTRACTS' - BLOCK COMPANY

Kuwait City: The Public Authority for Manpower (PAM) has requested that the Central Agency for Public Tenders (CAPT) deprive the company, which is executing guard contracts in the Ministry of Education's Capital, Hawally, Farwaniya, and Jahra educational zones, and delete it from the registry for the period the agency deems appropriate due to the employer's non-obligation to trade. 


According to a document, PAM called for the application of article 85 of the tenders law No. 49/2016 on security guard service contracts in the ministry's school contracts, as well as the deprivation of guard contracts for the Ahmadi and Mubarak Al-Kabeer educational zones due to noncompliance with labour rights. Furthermore, an official source in PAM revealed that all Ministry of Education contracts are under PAM's supervision, particularly contracts related to cleaning, correspondence, and guarding, due to the presence of numerous labour complaints and noncompliance with operational orders in the contracts. 

He stated that investigations are ongoing into some contracts involving hygiene in educational settings, employers' failure to provide trained workers and reliance on domestic workers, and non-payment of monthly salaries to registered workers. Furthermore, CAPT decided to obtain an urgent response from PAM regarding four of the violations issued against it from July 2021 to January 2022, as well as the repeated meetings related to its order, as well as to indicate the reason that contributed to the delay in responding to the Board of Directors' decisions.
