Kuwait City: The decision to stop issuing licences to companies that provide consumer orders and logistics services and to start issuing new licences is being reviewed by the interior and commerce and industry ministries. The Ministry of Interior, which is the body in charge of giving final approval for the issuance of this type of commercial licence, has suspended the issuance of licences for the delivery of consumer orders for 4 years. According to informed sources, representatives from the Ministry of Interior and the Ministry of Commerce attended several meetings held over the past few weeks to discuss stopping the issuance of commercial licences to deliver consumer orders once more. 


According to the sources, there are two opposing viewpoints in this matter. The first one is in favour of resuming the issuance of licences subject to strict controls, as long as it is restricted to those registered under "Chapter Five" at the Public Institute for Social Security and other particular categories. 

The second point of view emphasises the need to stick to the decision to stop issuing licences for the delivery of consumer orders, pointing out that on the one hand, the delivery market is already oversaturated with businesses and, on the other, new delivery licences could result in an increase in the number of vehicles on the road, worsening the traffic situation. 

Given that delivery licences can obtain more than 100 residence permits per permit and can be used in the residence trade, their use aggravates "demographic" wounds. The sources confirmed that, in principle, the Ministry of Commerce, as represented by the companies and commercial licences sector, does not object to receiving any request to set up a new business to fulfil consumer requests. However, since the Ministry of the Interior must approve the establishment of this type of licences in order for the process to be completed, it is up to the Interior Ministry to decide whether to accept or reject the request.
