BILL AMIS TO DEFEND SHARIAH-BASED CULTURE

Kuwait City: In order to safeguard Kuwaiti society from the infiltration of foreign cultures that are at odds with Islamic Sharia, MP Mohammad Hayef Al-Mutairi has proposed a bill amending Article 79 of the Constitution. This article states: “No law shall be promulgated save upon ratification by the National Assembly and sanction by the Amir.” Al-Mutairi’s proposal stipulates the third condition for the promulgation of laws – to be in line with the Islamic Sharia. He explained: “We cannot wait until foreign cultures invade our country as it happened in other countries which used to criminalize homosexuality for example; but now they approved it and even criminalized objections to such acts. Our aim is to protect the nation’s future when there might no MPs who defend the Islamic Sharia. 


Such amendments are permitted by the Constitution as long as at least a third of the MPs agree. So far, the proposal has received the signatures of 21 MPs. In order to document their historical stance regarding the advancement of Islamic Sharia, others should do the same. The repeal of Article 80 of Social Security Law No. 61/1976 has been proposed by MPs Muhannad Al-Sayer, Hassan Jowhar, Abdullah Al-Mudaf, Abdulkareem Al-Kandari, and Abdulwahab Al-Essa. In accordance with this article, both the primary beneficiaries who are covered by the law and the supplemental beneficiaries who are not are eligible to receive special allowances, pensions, or incentives. 

According to the proposal, decisions made by the Council of Ministers based on this article should be revoked, and beneficiaries' pensions should be reviewed. The proposal, they said, is intended to ensure justice and transparency, avoid conflicts of interest, and place restrictions on the Council of Ministers' ability to grant exceptional pensions and incentives.

The return of those found guilty in the Abdally Cell case to their jobs, particularly the teachers, is riskier than granting them amnesty, according to MP Hamad Al- Obaid. He demanded that the decision to permit them to go back to work be revoked and that the person responsible for making it be questioned. 

He emphasised that educating the next generation is a crucial task that cannot be left in the hands of those found guilty of interfering with national security. Given that some of the latter were imprisoned for expressing their political opinions on social media, MP Muhammad Hayef Al-Mutairi is curious as to the reasoning behind the choice to exclude the Abdally Cell convicts from the category of those convicted of State Security crimes.
