Kuwait City: Except for teachers, doctors, and service occupations, a relevant decision issued by the Civil Service Commission, the country's hiring agency, will be completed by August in government institutions. In September 2017, the commission ordered several government agencies to gradually reduce their non-Kuwaiti staff numbers and complete citizen employment, called "Kuwaitization," within five years. Kuwait has a population of 4.6 million people, with almost 3.5 million of them being foreigners. In recent months, voices in the Gulf country have demanded that foreigners be limited in their employment due to the economic consequences from COVID-19. Kuwait has recently increased operations on unlawful foreign residents despite providing them with multiple opportunities to change their status. According to the Interior Ministry, almost 18,000 foreigners were deported from Kuwait in various reasons in 2021.
