THE CSC ESTABLISHES A "SYSTEM" FOR DISBURSING PAYMENTS FOR UNPAID LEAVE BALANCES

Kuwait City: The mechanism for disbursing the financial allowance for the balance of yearly vacations for state employees has been determined by the Civil Service Commission (CSC) (sale of leave). During the fiscal year, the cash allowance balance will be disbursed to the escrow account (amounts under settlement). These are the monies that are resolved in the last quarter of the fiscal year as a result of savings made in each party's budget. 


Undersecretary of CSC Bader Al-Hamad, asked the undersecretary of the Ministry of Finance to note that, “Within the framework of the implementation of decree No. 81/2022, and the Civil Service Council’s Resolution No. 2/2022, CSC sees the introduction of an item (a cash allowance for the balance of periodic leave during service) within a compensation package of employees”.

 "The cash allowance for the balance of periodic leaves for employees during service is disbursed during the fiscal year at the expense of the escrow — amounts under settlement — as the amounts disbursed during the fiscal year are settled during the last quarter, from the savings achieved in the budget of each government agency individually," Al-Hamad said. He explained that if the savings necessary to meet the settlement of the sums arising from the cash allowance, for the balance of periodic leave during service, are not accomplished, the budget would be increased to fulfil these obligations.
