Kuwait City : MP Osama Al-Menawer has introduced a bill to amend Real Estate Rent Law No. 35/1978 in order to address a legislative gap, specifically the lack of a stipulation on the search and arrest order, which has resulted in an increase in arrears, particularly among expatriates who are behind on rent payments and eviction decisions. The bill changes the second clause of Article 24 to read: "Eviction cases due to non-payment of rent shall be handled by the First Instance Court."According to the measure, the court must make a decision within 30 days, and the decision is final. Eviction proceedings with arrears of less than KD500 must be handled by the court, and its ruling must be followed. The court's chairman might direct the Criminal Investigations General Department to issue an eviction order and collect outstanding rent. A public prosecutor or someone higher up should make the decision. The chairman of the court and director of the Criminal Investigations General Department will specify the section in every governorate to deliberate and issue a decision on the case. MP Khalil Al-Saleh has proposed the establishment of an autonomous entity for food security to centralize and expedite procedures; including the prompt presentation of a national food security strategy, allocation of budget, ensure the availability of basic food products, encourage investment in food security, and support researches in this field.Meanwhile, Chairman of the parliamentary Education, Culture and Guidance Affairs Committee MP Hamad Al-Matar disclosed the committee will discuss preparations for academic year 2022/2023 with senior officials at Ministry of Education in its next meeting. He revealed the preparations include the maintenance or supply of air conditioning units, cleaning workers, textbooks, staff and others.
