Kuwait Halts Amendment of Qualifications or Professions for Expatriate Workers in Private Sector

The Public Authority for Manpower in Kuwait has announced Ministerial Circular No. (1) of 2025, which halts the amendment of academic qualifications or professions for expatriate workers who have been recruited with work permits or transferred to the private sector. This move is aimed at better regulating the labor market and ensuring fairness and alignment between job roles and educational backgrounds.

According to the circular, no changes will be permitted if the proposed amendment involves a higher academic level that does not match the original profession for which the work permit was issued or the job to which the worker has been transferred.

The authority emphasized that procedures must comply with the standards approved by the Manpower Authority, and a unified Kuwaiti guide for job descriptions and classifications will be developed to support implementation. The circular takes effect immediately, and all relevant authorities have been instructed to enforce its provisions.
