Dubai Unveils Major Policies to Raise Education Standards and Environmental Quality

Dubai: In a landmark Executive Council meeting at Emirates Towers, HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, approved a comprehensive package of new policies aimed at improving education, environmental sustainability, global competitiveness, and government project governance.

The meeting, attended by HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, outlined plans to advance Dubai’s Economic Agenda D33 and Education Strategy 2033, positioning the city as a top global hub for students, investment, and innovation.

A central highlight is a strategic push to place Dubai among the top 10 student-friendly cities by 2033, with a goal of attracting world-class universities and increasing international student enrolment to 50%. Led by the KHDA and the Dubai Department of Economy and Tourism, the plan includes new scholarships, improved student visa systems, graduate work permits, and the creation of a Higher Education Investment Fund. Dubai, which currently hosts 37 international university branches, plans to raise this number to more than 70, with at least 11 among the world’s top 200.

To guide students toward successful careers, the Council approved an Academic and Career Guidance Policy, ensuring 90% employment for Emirati graduates within six months and helping students gain admission to their top university or career choices. Schools and universities will expand career counselling services, run life skills programs, and integrate labor market data to help students make informed choices.

In parallel, the Council gave the green light to the Dubai Air Quality Strategy 2030, targeting cleaner air on 90% of days annually by reducing harmful emissions such as fine particulate matter and other key pollutants. The plan, overseen by the Dubai Environment and Climate Change Authority, involves collaboration with major government entities to monitor and cut emissions citywide.

The session also approved the establishment of the Dubai International Mediation Centre, a joint initiative with Europe’s ADR Center and Dubai’s Legal Affairs Department. The new centre will provide cost-effective, world-class mediation services to resolve disputes efficiently, boost investor trust, and enhance Dubai’s competitiveness in global civil justice rankings.

To ensure better oversight and planning of large-scale projects, the Council endorsed the Governance Policy for Government Construction Projects. This policy, managed by Dubai’s Department of Finance, will classify projects by value and impact and align spending with Dubai’s goal of expanding government investment from AED 512 billion ($139 billion) over the past decade to AED 700 billion ($190 billion) in the next ten years.

HH Sheikh Hamdan emphasized that Dubai’s young people remain the driving force behind its progress. Congratulating students finishing secondary school, he reaffirmed that Dubai’s leadership is dedicated to providing opportunities for learning, innovation, and global exposure—anchoring the city’s vision of a knowledge-driven, sustainable, and inclusive future.
