Dubai has introduced a compassionate new system called ‘Jabr’ to ease the burden on grieving families by centralizing all post-death administrative procedures. This initiative, part of the Dubai Health Authority’s ‘City Makers’ project, eliminates the need for families to visit multiple government offices during a time of loss. Instead, a dedicated Government Service Officer is assigned to each case to manage everything from funeral arrangements to the repatriation of the deceased, all through a unified digital platform.
The system is designed to provide both practical efficiency and emotional care. Upon the registration of a death at any hospital, the digital platform automatically notifies all relevant authorities, speeding up the issuance of documents like death certificates and reducing processing times significantly. This allows families to focus on mourning and emotional healing without being overwhelmed by bureaucratic tasks. Officials emphasize that ‘Jabr’ goes beyond paperwork, aiming to offer psychological and social support before, during, and after the mourning period.
Multiple government and community entities are integrated into the system to offer holistic support. The Community Development Authority and the Islamic Affairs Department have set up condolence tents across more than 70 locations in Dubai, while trained counselors are deployed in schools to assist students coping with loss. Additionally, over 130 volunteers have been prepared to assist with burial rites, and cemetery facilities have been upgraded in collaboration with Dubai Municipality.
The ‘Jabr’ system also simplifies legal and financial follow-ups, such as inheritance processing. Dubai Courts now automatically open property transfer files upon receipt of a death certificate, reducing the need for in-person visits. By combining smart technology with coordinated human support, Dubai aims to uphold human dignity during life’s most difficult moments, reflecting the government’s commitment to compassionate and efficient public service.
