Kuwait City: MPs Abdul Kareem Al Kandari and Shuaib Al Muwaisri have criticized the military exercise at the parliament building. The MPs said that the Parliament House was the sacred institution of democracy and that the presence of the military in the place where laws were to be made was in no way acceptable. Shuaib al-Muwaisri said that any such move was unconstitutional and could not justify the use of force by the military.

Kuwait is the oldest democracy in the Gulf Arab world. The parliament, known as the Majlis al-Umma, has fifty elected members. Disputes between the government and members of parliament are frequent in Kuwait. Most recently, a national debate was held at the Emir's request to improve relations between Parliament and the government. The cabinet then resigned and the emir appointed a new government led by Sheikh Sabah Khalid al-Hamad al-Sabah.
