FEES FOR GOVERNMENT SERVICES TEND TO DIFFER BETWEEN KUWAITIS AND EXPATRIATES

Kuwait City: In addition to the Cabinet's decision to set spending limits for the next three years, informed government sources revealed a recent governmental move aimed at reviewing the fees for all services provided by the state to citizens and expatriates in its various ministries and institutions. "There is a tendency to differentiate the fees for government services between citizens and expatriates, depending on the type of service provided by the state," they stated. This is part of the financial reform steps to correct the imbalance, address the budget deficit, and increase the proportion of non-oil revenues in the state. 


Recent data shows that compared to non-Kuwaitis, who make up 69 percent of the population, Kuwaitis make up about 31 percent of the total population. Given the current circumstances, most government services are offered to both citizens and foreigners for the same costs. Studies support the possibility of providing the services while charging Kuwaitis a lower rate than residents, though. 

As the Ministry of Finance requested the categorization of these services and the type of beneficiaries among citizens, expatriates, and visitors, in preparation for the study of services and fees provided by the state to citizens and residents in a comprehensive manner, the various ministries and bodies are working to prepare detailed regulations for the services they provide and their fees. In addition to providing thorough statistics on the number of beneficiaries, including both citizens and foreigners, the ministries and authorities are expected to determine the list of services they offer, their costs, and the fees for which they are collected. 

In addition to the grave trend that the fees for services that citizens use and expatriates benefit from are different, the government will work to conduct a thorough review of service fees and the amendments that have already been made, to determine their compatibility with the changes taking place in various fields, and to know the requirements of any proposed amendment and whether it requires legislation or a decision.
