Kuwait’s Minister of Education, Jalal Al-Tabtabaei, has reactivated the "Horizon Schools" project by forming a specialized committee composed of experts from both the public and private sectors. The project, which was initially included in the government's 2022 plan, aims to establish public schools that adopt international curricula while reinforcing national and Islamic values.
The committee, entrusted with 17 key responsibilities, will soon hold its first meeting to review project documents and plan the next steps. Among its tasks are drafting necessary legislation, defining performance indicators, and mapping out a distribution plan based on regional and demographic needs.
Horizon Schools are part of Kuwait Vision 2035 and aim to close educational gaps by offering high-quality education with a focus on STEM fields. These schools will operate with administrative independence but remain under the supervision of the Ministry of Education and legal frameworks.
The project introduces a new model where school management is assigned to legal entities or operators responsible for staff and maintenance, while the government covers student-related expenses. The curriculum will align with global benchmarks like TIMSS and PIRLS, and a comprehensive public awareness campaign is planned to ensure community support.
