Kuwait has enacted Decree Law No. 159 of 2025, a comprehensive new drug legislation that will become effective on December 15th, two weeks after its official publication. The 84-article law replaces two previous pieces of legislation, Law No. 74 of 1983 on narcotics and Decree-Law No. 48 of 1987 on psychotropic substances,consolidating them into a single unified legal framework.
The new legislation aims to enhance societal protection against drug-related harms by standardizing terminology, legal definitions, and enforcement procedures across both drug categories. By merging the separate laws, Kuwait seeks to create more consistent approaches to criminal penalties, regulatory measures, and implementation procedures, making drug enforcement more efficient and coherent. The relevant minister is authorized to issue implementing decisions under the new law's provisions.
