CASHING LEAVE WITH CONDITIONS IN KUWAIT

Kuwait City: While a decree amending the civil service system to allow state employees to cash their yearly leave was officially released, state employees claim the Civil Service Commission (CSC) is expected to publish rules and regulations in this respect. The order mandated that a third paragraph be added to Article 41 of the CSC decree, which stipulates that an employee who has served in the state for at least five years may cash his or her balance annual leave while in service.


 "The employee's balance after cash disbursement shall not be less than thirty days till the end of the Gregorian year," the language of this article stated, "and the Civil Service Council may determine other rules and circumstances for encashing the leave." The edict will take effect when it is published in the Official Gazette, which is scheduled to be next Sunday. 

Meanwhile, related sources revealed that the application to cash annual leave is subject to controls, such as the number of times an employee is allowed to encash annual leave during service and other controls, which requires a decision from the CSC, pointing out that no date has yet been set for the meeting with the concerned authority.
