Kuwait City: In 2021, the Central Agency for Illegal Inhabitants issued 2,309 driving permits to illegal residents (bedouns), according to the agency. Abdullah Al-Farhan, the agency's acting assistant secretary general for technical affairs and information, said the agency renewed 26,472 licences in 2021.

The issuance of driver's licences is in accordance with Cabinet Decree 409/2011 on providing assistance to illegal immigrants. Meanwhile, a memorandum on raising fees for specific transactions and services in the Ministry of Interior, such as the Residence Affairs Sector and the General Traffic Department, will be sent to First Deputy Prime Minister and Minister of Interior Sheikh Ahmad Al-Nawaf, who will make a decision.

According to the source, this decision was made due to the ministry's cheap transaction and service fees. The suggested fees are not included in the memorandum; but, if it is adopted, the fees will be increased, according to the source. When asked if fees will be levied on all transactions, the insider stated that this is not hearsay and that many countries already do it. As a result, it is predicted that similar costs will be applied in considerable amounts in Kuwait, according to the source, who did not specify the amount of projected fees.
