EXPAT WORKERS IN JOBS EXCLUSIVE FOR KUWAITIS ARE SOLELY MENTIONED

Kuwait City: The Kuwait Audit Bureau (KAB) has advised against manipulating the employment file in state agencies, while also disclosing a lack of standards for determining uncommon and specialised competence and credentials to fill posts in government agencies with private contracts.


The Bureau added in its annual report, which was released today, that it had been monitoring "suspicions and abuse of position by some senior officials regarding employment of Kuwaitis in contracts, by employing their first and second degree relatives under the secondment clause without justification." Other observations highlighted in the report included "the employment of Kuwaiti workers with qualifications less than what contractors require to fill positions, as well as a conflict of interest while filling these positions."

The Bureau cited appointments in government jobs made without a notification, as well as the presence of many non-Kuwaiti personnel in jobs reserved for Kuwaitis only. The Bureau also observed the continuous existence of many vacancies in accordance with the approved organisational structure, employment in violation of qualifications and experience requirements, and the disbursement of awards to employees without a legal basis.

As the number of private contracts concluded with non-Kuwaitis reached 23 and 105 employees in administrative positions, the indicated Arab and foreign nationalities are appointed in one of the authorities without compliance with the rules and regulations that stipulate that preference should be given to Kuwaitis who meet the conditions.
