Kuwait City: The Kuwait Audit Bureau warned against falsifying employment files in state agencies. At the same time, the report highlights the lack of standards for determining rare and specialized skills and qualifications to fill private contract jobs in government agencies. The bureau's annual report questions suspicions and abuse of power by some senior officials regarding the employment of Kuwaitis on contracts.

The bureau also noted the presence of many non-Kuwaiti workers in jobs designated for Kuwaitis only, including undeclared appointments to government jobs. In the report, the bureau observes that many vacancies are persisting as per the approved organizational structure, working in violation of qualification and experience conditions and remuneration of employees without legal basis.

Arab and foreign nationals are appointed to an authority without complying with laws and regulations that stipulate preference for qualified Kuwaitis. The number of private contracts concluded with non-Kuwaitis stands at 23. The number of administrative posts also increased to 105.
