Kuwait has announced new driving license regulations under Interior Minister Decision No. 425 of 2025, amending the existing Traffic Law. The new rules apply to Kuwaiti citizens, GCC nationals, expatriates, and stateless residents (Bedouins), with varying validity periods based on residency status.
For private driving licenses, Kuwaitis and GCC citizens will receive a 15-year license, while expatriates will have a five-year validity. Stateless residents will have licenses valid for the duration of their review card. General driving licenses are categorized into Category A and Category B, with similar validity terms. Those with a Category B license cannot operate Category A vehicles.
Motorcycle licenses are also divided into two categories: Category A for all types of motorcycles and teaching vehicles, and Category B for motorcycles with three or more wheels. Like other licenses, they are valid for 15 years for Kuwaitis and GCC nationals, five years for expatriates, and for the duration of the review card for stateless residents.
Additionally, licenses for construction, industrial, agricultural, and tractor vehicles will follow the same validity structure. A special activity driving license is also introduced, allowing drivers to operate service-related vehicles, but it will be revoked if the holder changes profession or residency status. These vehicles cannot be driven on public roads outside of their designated service activities.
Existing public sector licenses issued before this decision will remain valid until they expire. The new regulations aim to streamline licensing procedures and ensure compliance with traffic laws in Kuwait.
