Kuwait City: According to Ministry of Communications sources, the third phase of the fiber-optic network project, which targets 90 residential districts with 120,000 dwelling units, is facing major obstacles. They stated that the state's budget imbalance is a primary cause of this disturbance. According to the sources, the consultation work on the project, which was interrupted because to the COVID-19 epidemic, would start on December 13, 2020 for a one-year term.

The ministry approached the Ministry of Finance for permission to proceed with the project. On October 24, 2021, the latter responded by stating that the offering is carried out in accordance with the partnership system with the private sector in light of the Council of Ministers directive, in order to benefit from specialised expertise in the field and to transfer risks and financial burdens from the shoulders of the state's deficit-ridden budget.
