In line with Circular No. 2 of 2025, expatriate workers in Kuwait’s private sector must now secure an official exit permit before traveling abroad. Acting Director of the Public Authority for Manpower, Marzouq Al-Otaibi, clarified that the permit request must be submitted through the “Ashal - Companies” portal or the “Sahal - Individuals” app, and its approval depends on the employer’s prompt response.
Al-Otaibi urged workers to apply well in advance and to coordinate directly with their employers, especially in emergencies. If an employer delays or denies approval without valid reason, workers have the right to file a formal complaint with the labor relations unit.
There is no annual limit on exit permits, and the system operates around the clock, including during official holidays. The new requirement aims to regulate workers’ departures, protect both employee and employer rights, and prevent unauthorized exits. Both employers and workers are urged to comply fully with the new directive to ensure smooth implementation.
