Kuwait Uncovers 36 Forged Academic Certificates Annually Over 25 Years

Kuwait's Ministry of Education has maintained strict measures against academic certificate forgery, uncovering an average of 36 fraudulent documents annually over the past 25 years. According to an Equivalency Administration report, authorities have detected 889 invalid academic certificates from certain Arab countries between 2000 and 2025, while only 57 certificates were verified as authentic. Most forgeries have occurred at intermediate and secondary education levels.

The ministry has referred numerous suspicious certificates to Public Prosecution following verification procedures. Recent cases have included citizens submitting forged secondary school certificates allegedly covering three academic grades, which were confirmed as false through official correspondence with Gulf states. The ministry has emphasized that equivalency certificates are issued only to the concerned individual, first-degree relatives, or through official authorization.

Education Minister Jalal Al-Tabtabaei has formed a special committee to investigate and verify high school certificates issued by Arab countries. The committee has been granted broad powers to ensure authenticity, refer invalid certificates to judicial authorities, and recommend disciplinary actions where violations are proven. Procedures involve coordination with the Ministry of Higher Education and Civil Service Commission for administrative and legal measures, particularly when violators hold government positions.
