Oman Mandates Hiring of Omani Nationals for All Foreign Businesses

Oman has introduced a stricter localization policy, requiring all foreign-owned businesses to hire at least one Omani citizen. According to recent amendments to the Foreign Capital Investment Law, new companies must comply with this mandate within one year of commencing their commercial operations. The new employee must be an Omani national who is formally registered with the Social Protection Fund.

The new regulation also applies to existing foreign companies that have been operating for a year or more. These firms have been given a six-month deadline to regularize their status by hiring an Omani national, a requirement that will be enforced during processes like the renewal of their commercial registration or work permits.

The Ministry stated that the amendment aims to increase the participation of Omani talent in the private sector and strengthen the fulfillment of national localization (Omanization) targets set by the relevant authorities. This move is part of a broader effort to empower the local workforce and ensure they benefit from the country's economic activities.
