Kuwait's Public Authority for Manpower (PAM) has issued a new directive requiring all private sector employers to officially submit their work schedules through the "Ashal" electronic system starting November 1, 2025. The mandate requires companies to log detailed information, including daily working hours, rest periods, weekly days off, and official holidays. This submitted data will serve as the official record for labor inspectors during workplace checks.
Employers are not only required to enter this data but must also update it immediately following any changes. Once the schedule is approved via the system, it becomes an official authorization that must be printed and displayed prominently at the workplace for all employees to see. This measure is designed to ensure transparency and provide a clear, enforceable reference for workers' rights regarding their hours and rest periods.
Failure to comply with these new regulations will result in legal action from PAM. The authority is empowered to partially or completely suspend the business file of any non-compliant employer, effectively halting their operations. This move is part of a broader effort to streamline oversight, protect workers from exploitation, and enforce labor regulations consistently across the private sector.
