In a significant relief measure for investors, Abu Dhabi has announced a scheme to renew expired commercial licenses without imposing penalties. The initiative, launched by the Abu Dhabi Registration and Licensing Authority (ADRA), targets licenses that have been expired for three years or more.
The amnesty will be rolled out in phases. The first phase in November 2025 will allow owners of licenses that expired before 2010 to renew or adjust their status with a complete waiver of all delay penalties. A schedule for licenses expired after 2010 will be announced later.
Mohammed Muneef Al Mansouri, Director-General of ADRA, stated that this move is designed to improve the business environment by helping investors regularize their status and tap into the opportunities within Abu Dhabi's growing economy. The initiative comes as the number of active licenses in the emirate saw a 19 percent increase in the first half of 2025.
