Saudi Arabia has announced a new workforce localization policy requiring private sector gymnasiums and sports training centers to reserve 15% of positions in 12 specific job categories for Saudi nationals. The decision, issued by the Ministry of Human Resources and Social Development in collaboration with the Ministry of Sports, will take effect in November 2026.
The localization mandate applies to establishments with four or more employees and covers positions including sports coaches, professional football coaches, sports supervisors, personal trainers, and athletics coaches. The policy aims to attract young Saudi job seekers to creative employment sectors while enhancing professionalism and excellence in the sports training industry.
Private institutions will receive support through recruitment assistance, training programs, and incentives from the Human Resources Development Fund (HADAF). Companies failing to comply with the localization requirements will face financial penalties. The initiative represents the latest expansion of Saudi Arabia's broader "Saudization" program designed to increase citizen participation across various economic sectors.
