Riyadh: The Ministry of Human Resources and Social Development in Saudi Arabia has revised the penalties for labor law violations. This decision follows amendments to the labor law and its executive regulations. The updated list of violations and fines was published on the Istithlaa public survey platform after gathering public input.
The revision aims to eliminate ambiguity in enforcement by reducing discretion and subjectivity in inspections, thereby providing clearer guidelines for businesses and inspectors. It also seeks to address changes in modern work environments, including flexible and remote work, while ensuring the protection of both workers' and employers' rights.
Key updated penalties include:
SAR 200,000–250,000 for unauthorized recruitment or hiring from outside the Kingdom.
SAR 200,000 for hiring Saudi nationals without proper licensing.
SAR 10,000 per worker for employing non-Saudis without a valid work permit.
SAR 8,000 for employing non-Saudis in positions reserved for citizens or falsely registering a Saudi employee.
SAR 10,000–20,000 if an employer allows their employee to work for a third party.
SAR 5,000 for failure to follow occupational safety and health regulations.
SAR 1,000 for exposing workers to direct sunlight or extreme weather without precautions.
SAR 1,000–3,000 per worker if the employer fails to cover worker fees and expenses.
SAR 10–300 for withholding or delaying wages.
SAR 1,000–3,000 for discriminatory practices.
SAR 3,000 for not forming a committee to investigate employee misconduct.
SAR 1,000–2,000 for hiring children under 15 years.
SAR 3,000–5,000 for failure in assigning supervisors or ensuring proper oversight.
SAR 1,000–3,000 for violations in job advertisements and interviews.
SAR 1,000–3,000 for denying maternity leave to female workers.
SAR 500 for failing to provide support or accommodations for workers with disabilities.
These changes reinforce the Kingdom's commitment to labor reform and fair employment practices.
